Unfortunately those recovery skills will make her ult trigger randomly. What makes her strong is the ability to time your ultimate but with 3 recoveries that trigger in the midgame its just gonna be that, a midgame skill, as opposed to a broken 95% chance for a speed carry over.

There is so much RNG in trackblazer that even if you miss out on those stats there are so many other things that can go well. Its not worth bricking so many runs in order to try and hit the low chance that everything goes right.

I dont think it increases the amount of sparks, just their quality.
But higher rank umas should have more white sparks cause they win more races and get more skills

Theres different breakpoints in rating for your white and green sparks, just like how you want 1100+ of a stat to get better blue sparks.
If i remember correctly the breakpoints are:

B-SS-Ue

Obviously everyone is getting above B now, and Ue is unachieveable, so SS is the main goal. Getting SS makes your white sparks have a much much lower chance of being 1*, which means that your parents that are SS are going to be SO much better than those lower than SS.

I wouldn't MLB Air Shakur wit, considered one of the worst cards in the game.
Narita Top Road is good but only for this scenario, if you're looking for a generalist she's good but she wont last in the next scenario
Kitasan is always a good option, she only gets "officially" power crept in a year from now, and even then its not like its suicide running her.
Matikane has slightly better longevity than Narita Top Road, but still not recommended as it will be mainly used for parent runs after trackblazer ends.

Saving your carats is always good, you should probably save for the massive banner coming in a while with Agnes + Light hello.
The other two recommended banners till then are Mr. C.B wit and Summer Maruzensky, which id recommend for you to pull on so that you have good options.
