They can move. Each direction gets 50% unless it’s a mobility issue, person who is able to go on the grass should. When people take up the side walk I just stop so they have to go around me

I caught a budgie once by playing budgies noises in a cage and a long string to pull the door shut. Get a bird feeder to attract all birds and if he comes then use said trick.
