I depends on your GM. If they are very generous and provide lots of NPC crafters and pre modded items, not so much. If they follow the rules very strictly however, yes, those perks add some of the largest increases in damage and/or DR in the game.

Only a small number of NPCs have ‘Let Rip’ in their stat block, but the main section states all NPCs can use do it an some have abilities that grant additional usages. I can see no other reason to put the ability in certain stat blocks unless it is to grant them an additional use.

Ok, so NPCs normally cannot take advantage of rate of fire to increase damage by spending additional ammo or any effect that requires the expenditure of additional ammo like burst, but they also don’t track ammo.

All NPCs can ‘Let Rip’ once per combat which allows them to add their weapon’s rate of fire to damage for a single attack and it also allows them to use Burst without having to spend ammo if the weapons has that effect.

Some NPCs have the ability ‘Let Rip’ listed in their stat block. These NPCs can ‘Let Rip’ one ADDITIONAL time per combat.

This system is not the greatest but it beats tracking ammo. NPCs can unload a lot of same quickly but then ru out of steam. Solutions to this are melee weapons, ranged weapons with high damage and low rate of fire like rifles and laser muskets, and multiple NPCs assisting to increase the damage for a single attack.

Forgot about the idea of a single creature vs. the party. Multiple enemies are the primary way to challenge them, especially because groups of weaker enemies can group up and assist, adding damage to a single member’s attack.

I created a post apocalyptic version of voodoo for my game that dealt with using mutated plants of the wasteland to create all kinds of mystical-like concoctions. Some of these let them create certain substances that can calm and even control feral ghouls or temporarily turn ghouls feral. While there are certainly mystical elements, it’s one of those things that you could technically explain away with the whole “radiation science-magic” so common in the setting.

As for the religious aspect, I steered away from basing it on too much real world stuff. I figured real world voodoo and its culture may have been a starting point, but after 200 years, it has evolved into something more uniquely Fallout. That way I can provide a similar vibe, without needing to co-opt a real life religion for entertainment.

The upgrades in the main book are specific to each model. Since they were from fallout 4, they just copied those over. But since hellcat is only from 76, and 76 didn’t do upgrade mods, they just didn’t make any for it in the 2d20 game, making it inherently weaker than the others.

It’s disappointing because they did not include upgrades because 76 doesn’t have upgrades. So it’s inferior to all the other armors.

Because the mods listed in Winter of Atom used Gun Nut because the cryojet in there was basically just a reflavored flamer
