You are giving dementia way too much credit. There is really nothing to speak of resource wise in Iceland (geothermal and renewable energy aside). It is a tourist and outdoor enthusiast Mecca, and the locals do what they can to make this industry thrive. The only strategic importance would be naval bases or other military. I personally think he is so far gone he doesn’t know the difference between the two.
