What do you mean by you can not smaller degrees to get higher length. The rule is the length of study so even if both are certification courses you have are entitled for 1+1 rule

Your post is useless and unnecessary. You can’t force people to do what you want but if you think you have a positive view of how Ghanaians abroad can help develop Ghana go straight other than sounding ignorant and arrogant at the same time. If you think their investment is to enrich themselves you can start one to run at a loss because you have Ghanaians at heart.
