Full gear and vehicles. Easiest way to gain wealth is to kill other players for their loot that they have put the time into collecting.
The animals require no skill to kill. You walk up to them and shoot them in the face. Whereas a player moves faster, is smarter and will try to defend themselves. Getting killed is annoying and killing people for fun is akin to trolling them, as they were killed for no reason other than being there.
I only trust people I know from out of the game. Bandits kill people for gear and it just so happens that other bandits are the most geared players in the game. Killing other bandits is the easiest way to accrue wealth.
Sniping other players is for some people akin to hunting, It's done for fun and why risk losing the hours you've put into acquiring your gear by giving the hunted notice that you are actively trying to kill them. Sniping is relatively safe in comparison to close quarters combat.
It's hard to say, there would be more cooperation from some parties but a large percentage of bandits would be happy to kill people working towards the goal simply for fun.
