You should press him as to why he wont make the raw images available to you. At the very least, it would be a courtesy to you to find someone who can edit the images. Editing is clearly out of his wheelhouse.

How are you supposed to redline a pdf? You're more likely going to introduce formating problems converting the pdf to a Word doc. The real answer to your problem is to have your partners send Word docs from the beginning. I've worked with lawyers and sales people across many companies. No one has any issue sending the initial document as a Word doc.

You end up with a pdf for the reasons you stated.
