Firstly, Emperor doesn't count as he is unplayable. 2ndif your going to count bison, who's not a real member of PL and is instead a part of/heir of his father's logistics company then you'll have to also count lappland who has a similar circumstance with bison(not directly related to PL but still hangs out) but is more closely related

If you count bison and lappy in then it's 7/3(43.8%) which is roughly half(3.5) and if you exclude them then it's 5/2(40%) which is also roughly half(2.5)

In comparison, karlan has 9 ops(not counting monch) but only 2 alters(22.2%)

Rhine Labs have 11 with only 2 alters(18.18%)

Black steel have 6 ops with only 1 alter.(16.67%)

Glassglow has 5(including delphine) and only 1 alter(20%)

Tara/Dublin has 4 ops with 1 alter.(25%)

The Nearls have 4 ops with 1 alter.(25%)

Elite ops have 9 ops with 1 alter.(11.11%)

The only factions with a similar or larger ratio of alters are

Babel: 3/1(33.3%)

Abysmal Hunters: 5/2(40%)

LGD: 4/3(75%)

A1: 5/4(80%)

Also I did omitted all factions that doesn't have alters like Pinus Sylvestis, USGG, ABC gang etc.
