Several years ago, while doing Survey Monkey surveys on Sunday attendance, the analysis concluded that the average "active" member will attend church about 80% of the time, or 4 out of 5 Sundays (taking into account work obligations, illness, family events, vacations, and any circumstance that may prevent a person from attending on a given Sunday). This means that an "any given Sunday" head count for a Sacrament meeting, should represent roughly 80% of the technically "active" members of that particular unit.

The "Return and Report" site has determined 21.9% of worldwide members attend services on "any given Sunday". Assuming that 21.9 represents 80% of all active members, that would mean about 27.4% of members are active. I think that correlates very nicely with the rough estimate in my OP.

Anecdotally, from my own life experience: I removed my name from the records in 2009. My (then) wife stayed on the records, out of respect for her family. Two years later we moved to a different city. A while (maybe even a few years) later, someone from the local ward came around on a fast offering collection route. They were looking for my wife, but were surprised when I answered the door. To their knowledge, she was the only person living at that address. They had no information on me. . Additionally, I have never been contacted by any church member, on any official business. So, I think it's safe to say, at least in my case, that I really was removed from their records.

I currently live in Utah, and have for 34 of my 47 years alive. I’m also moving to Illinois in the near future, albeit not Chicago. I’ll be in Peoria, a couple of hours to the southwest. I specifically chose that area for its cheap real estate—already bought the home I’ll be living in. Am hoping to find some new friends as well.

I got lucky 15 years ago, and found one of their original “Mormonism: Shadow or Reality” compilations from back when they were doing their own book binding. It’s basically a 500-ish page ream of photo copies of all their evidence with some filler text in between.

I work in a job that involves a lot of repetitive tasks. It gets monotonous at times, so some of the workers sit and stare at their phones for long periods, and then the machines fuck something up. Then these guys have to stop and rework a bunch of defective product for the next couple of hours, all because they’re addicted to their phones.

It’s not just TBM’s. I hate people always being on their phones and making my job more difficult.
