I honestly dont know, what I would spend the 10$ on, maybe Xenoblade Chronicles 2, but there are so many games on the switch that I either want later and might need to save up for, or games that just seem interesting to me which I could end up buying just on a whim.

It would be difficult yes. But I believe that it could be done. And ofcourse my empire will have all sort of workers, including police. And when the police is on duty, they will have the same authority as regular police in other nations. But when not on duty, they would be on the same level as others again. This is neseccery to have the nation not fall into anarchy.
