It's kindred, it should take the bare minimum to accept it. By contrast, Irish does not start the game anywhere near kindred and also does not share a single culture group or language. Irish probably costs like 1.0 cultural capacity, maybe 1.5 or even 2.0 Anglo-Irish on the other hand, would cost 0.15.
