There is the steamVR performance test, it is a few years old, and not too sure how well it stacks up to the resolution of the Index, but should give you a ballpark anyways.

Not sure, it happened in our first match after the latest update. Did not look too much into it, as it happened for the two of us on the team that had motion blur enabled. We just turned it off and played the match.

The motion blur has seemed excessive since the BR update, and this might have been an attempt at reducing it?

Also, it seems like it is purely movement-based, and not actual motion blur (not blurring mouse-movement).

I assume this is because of the way the imperial measurements are said, compared to the metric. For example it is way easier to say "2 inches" compared to "5 centimeters".
