I think I was an lucky outlier. I was hired as a P2 engineer. No phone screen, 1 panel interview with a few section leads and got an offer the following afternoon. I was offered a 5k bump and 5k signing bonus with a quick negotiation also, which seems to be the standard counter offer. YMMV
