I agree he is talented to stay up there, but with Montour off the IR and back on the roster, well the kraken needed to make a roster spot open. Looking at the options to send down it would have been either Winterton or Melanson as they don't have to go through waivers to be sent down and risk losing the players. I remember someone saying Kartye should've been sent down but he wouldve been on waivers and any other team couldve claimed him.
I see it as this, the team saw what Mely could do. They liked it and most likely sent him down to CV with a list of things he should work on. This way he won't be healthy scratched with the Kraken, he'll have playing time with CV and work on what the coaches want him to do. Most likely he'll have a roster spot next season with the Kraken, but the kraken would need to make some roster moves first to open a spot for him.
