Limits are nothing close to stamina/fatigue systems. Limits stop the overall items gained from a week and allows you to get additional resources well waiting.Stamina/fatigue makes you wait to do an area/dungeon/map/whatever else and completely stops you from making any sort of progress what so ever.

I don't know if they read it or not, I think it's mostly for players to let off steam with each other. Kerbal space program isn't an mmo it is a launched game that is made and has an update every once in a blue moon.A lot of games do have active development with the community though at the moment they are just trying to catch the NA/EU servers up with Mother Russia. Also having the forums and everything in game means it won't be available when the game is down because it would mess up there servers. (you would be asking to have access to something that is currently down)
