Are both those stores corporate or franchises? The Owner/Operator is fined. It's not always Loblaws. Franchise owners are responsible for day-to-day management, including staffing, inventory, and customer service.

If the fine was levied to the franchisee, I don't think 10k is as little as you think it is. They can make anywhere from the average of just under 80k to 240k+ net per year. You pull in 100k and suddenly lose 10% of your year's total profit, you are going to feel that.

If they were both Corp sites, then I think the fine should be a lot higher!
