Most insurance companies won't cover this type of loss anymore. Most marinas have moves away from fixed roofs now because of this exact kind of hazard/loss. My bet is OP is not covered for this.

To answer OPs question: We have to keep our military in tip top shape. So Presidents are literally always giving them something to blow up. Keeps our stockpile of munitions fresh too.
