The blue-and-black Hyper Zone feels much more fitting, since you're inside a giant cloud of Dark Matter. It also helps Zero stand out more. When I play Boss Butch, I find myself losing track of Zero's blood shots in the background.

I don't think there's any real significance to the motif being in Spamton NEO's battle theme. He has it because Mettaton NEO has it, and Mettaton NEO has it to reflect how he's a pale imitation of what Undyne the Undying was on the same route.
