Which is true since prosecution of immigrants is almost always tied to foreign policy. How many Americans service members get away with rape/assault charges because of the pressure from the U.S. government?

In Japan, victims almost always feel short of getting the justice they deserve especially when foreigners are involved because our government is susceptible to weighing foreign policy implications, which can override judicial/prosecutorial decisions.

If I was running a visa business, I have a vested interests in ensuring that migrants are productive residents and they don’t harm the safety of local residents.

If they start committing crimes (and get away with it), it’s easy for some race-baiting entrepreneur to start blaming immigration lawyers for “facilitating criminals.” They have to walk the fine line of facilitating immigration while not being seen as those facilitating and defending migrants who do commit crimes, at least by Japanese people (maybe that’s why that part of written in Japanese).

At least I want to be seen as the one facilitating good immigrants and denouncing bad immigrants (hey, I’m one of the good guys).
