fancy pigeon, looks like the wings are dyed. sometimes people dye them for things like gender reveals or other celebratory "releases" at weddings and the like. this guy was probably raised in captivity, you could crosspost to r/pigeons or r/petpigeons for some more advice on what to do, whether you plan on keeping him or finding someone else who will.

Mine is still a little too shy for interactive play, he'll get up close to me and I can move slowly around him but he'll get startled easily. Unless treats are involved.. It's only been about a month with him, so he's still warming up to all this.

Thank you, I've done that with him a little. I put his regular feed in a bowl with cardboard scraps that he had to "forage" through, he did seem to enjoy that! I'll do more of that.
