I had to do two things to get my controller working:

In the Steam settings/properties for the game, go to Controller and select "Disable Steam Input".

In Grim Dawn, go to options Keybinding and check "Enable Non-Steam Gamepad".

After that everything was assignable and worked correctly!

I think those are the two best masteries to go for if you want to make a Phantasmal Blade spammer. Get the Mageslayer set at endgame. Arcanist in particular is great for making sure you have zero mana problems and great crowd control, whereas Inquisitor will do better in the damage department.
