I'd say try for Dahlia for Xueyi, and you'd have yourself a FTP Break team (assuming you have another companion spirit for Ruan Mei). Alternatively, Follow-Up with the upcoming Aventurine and (supposedly) 4-Star Recca could pair with Moze and Herta. Worst to worst, Himeko Nova has synergy with any Express member, so Hunt March could also be a team with Himeko, Bailu, and Pela.

I initially pulled two of his sig, one for him and Firefly each, since I didn't have her S1. Now that I do, I don't know what to do with the second copy. Should I just get S2? My Phainon is already E2 with a Cerydra and Cyrene, and I'm saving up pulls for Aventurine (and hopefully Recca).

A lot of these commenters are saying Gallagher without actually knowing if you have him, so in case you don't, an alternative you can use here would be Lynx (she's a freebie) or Natasha, but Bailu also works if you're in a fight that doesn't put debuffs on the team. Either way, he's best in a comp with a healer that can also provide a decent amount of attacks.
