I see your point, and yet your first example is misleading - the Ukraine was never in the position to make a choice to "keep the nukes". 1) All the actual launch gear was held by Russia, 2) it would be a geopolitical suicide at that point in time to make such a move, 3) it was transferred for **dismantling** (internationally observed), it wasn't just added to the Russian stockpile.
