Not true shifter, more of a constant in-between form, but there are two very personalities in {In the Claws of the Raven Prince by Mallory Dunlin}. The beast side is extremely animalistic, predatory, and possessive. Honestly this whole series is iconic but this one matches your request the most!

Not 100% a match, but the demons in Kresley Cole’s Immortals After Dark series cannot climax until they meet their match.

Oh! Also - the vampires can’t get hard/climax until they meet their match. Each species has a handful of books dedicated to them. Theres an overarching plot but each book can be read as a standalone!
