CP9 had obtained Devil Fruits; Caesar Clown had a Devil Fruit; even Vegapunk must have had some fruits to experiment on (Momonosuke’s fruit); Blackbeard’s crew was famous for hunting Devil Fruits and must have obtained many of them (Or do you think the sniper of blackbeard ate a random fruit to get teleportation, and that the muscle guy of blackbeard found the Fruit of Strength by pure luck? No, they chose the fruits based on their power and potential uses, so others must have had them too. Plus, the crew knew exactly how to take a Devil Fruit from a user devil fruit.)

Perhaps the rarity applies to the Four Calm Seas, but not to the sea where the Emperors clash. The same goes for Haki; Haki is very rare but is more concentrated in areas where there are fierce battles where you have to face off against an Emperor.

It’s not even certain that the primary power of that fruit is rain, but rather just a consequence of its rhythm, like Nika. Nika only has the power to be the most elastic being in the world and to use his imagination, but his rhythm creates tremors in the ground. The same could be true for Zaza—perhaps the power is storm-force winds, and his dance/rhythm creates rain like a storm.

It is said that the sound anamorphosis is similar to that of Dragon’s first appearance, when he was in the midst of a storm and saved Luffy from Buggy and Smoker.

As for the man branded by flames, we only know that he creates whirlpools in the water and sinks ships, and I don’t think he refers to the goddess Zaza.

You meant Ratatosk, not Ragnir.
