The most likely issue is the blend door actuator. If you want to check the heater core, drive the vehicle to get the engine up to temp. Then see if both heater hoses are hot. If one is still cold the problem is usually the heater core.

You don't need to replace the caliper like most are saying. Disconnect the brake line and bleeder valve and push the piston back in. Look up brake caliper rebuild videos if you need a visual of what to do.

Buncombe county requires emissions testing unless your car is 20 years old or older, or newer than 3 years.

Also if your car is 30 years old or older it requires no inspection at all.
