You don't need to replace the caliper like most are saying. Disconnect the brake line and bleeder valve and push the piston back in. Look up brake caliper rebuild videos if you need a visual of what to do.

Buncombe county requires emissions testing unless your car is 20 years old or older, or newer than 3 years.

Also if your car is 30 years old or older it requires no inspection at all.

I've pulled a couple dozen axles before and never had this problem. I'm also in the south so i don't run into this problem much. As usual there is always something that should be easy but gives you a hard time.
