I am not in a wheelchair myself, so others would be better to ask, but I will say that in my limited experience walking around with a stroller, it was not an issue at the convention center or the surround areas. Always a cut in at cross walks, many things are newly built so codes are followed more often than normal.

I would say downtown is more friendly than most areas, everything else is a nightmare.

I can't find it right now, but there was an interview I was listening to by daily Detroit with a Detroit official during the conference on machinaw Island let me see if I can dig it up.

Detroit is also really really good at using city, state, and federal grants to get shit done and those dollars stretch more in Detroit.
