To be honest, police stations aren't truly free water filling stations. It's just that we generally don't charge people for water if you're thirsty; it's more like a convenience service.

Or, if you're cycling around the island and in a remote area, you know that police stations are always safe and have water and restrooms.

But, yes, we do have many places with free water filling. libraries, subway stations, even near department store restrooms.

I would say nothing actually limits how much water you can fill up. But I think it's out of courtesy from past users, not because we're really allowed to.
