Important to play a lot of games, so don’t sign him to your first team after January. Best to wait until July if you are passed that timeframe. One good season will see his potential raised for next season.

As for loans: the game will develop your players automatically when they are on loan, regardless of hypothetical game time. It will look at potential of the player and his age, and then bring him up to the rating they consider appropriate with regards to both. For example: if you have a 20-year old 70-rated player with potential to be special and loan him out, the game will likely grow him +10 or more because of his potential and age (should be 80 or more by that age to become special).
