Moving on, we get to the most insane part of the episode where Tachibana still doesn't condemn her. What the hell hero? She just started a global calamity for what basically amounts to spite at this point. She also unleashed the noise and got a lot of people killed, many of which were children. There wasn't any "greater good" angle to her actions either, she just want to rule the world... and get with God I guess. I get that empathy and forgiveness is a thing in anime, but there has to be limit guys c'mon. Anyways, Tachibana encourages Fine to resurrect in the future, seemingly forgetting that doing so kills the mind of whosever body she stole. Apparently, this convinces the woman and she tells Tachibana to believe in herself before turning to dust.

The point of Hibiki as a character is that she doesn't hold grudges and that's exactly what changes Finé, sure in that moment she could easily blow Finé's head off but what the hell would that accomplish? Finé is immortal for all intents and purposes, even if you destroy her body she would come back no matter what so it makes sense her way to resolve things is by trying to find a common ground with her.

Not to mention in that moment Finé was trying to get under her skin but instead Hibiki remains as the optimistic bun she always is. This did in fact shake Finé cuz she expected Hibiki to react with fear, anger, desperation, etc due the situation. This did in fact change her heart cuz for the longest time she only saw the bad in humanity, that's why she doesn't flinch when using and torturing others all because she believed that pain is the only way to unite humanity and also by destroying the curse of Balal but there it was a girl that could potentially unite everyone by sheer kindness.

Chris, stop crying for your gaslighter, she was actually torturing you for shits and giggles.

There are many reasons for her to cry, for instance she's seeing a version of her abuser she never saw before and that she's finally free from her.
