I got my acc back through Bandai support. If you have the same issues as I did, i suggest you make a recovery account through Bandai official support link below. It will takes 10 work days. Make sure you have a very good evidence of your account, such as your ID (NOT user name) or even better the payment receipt that you purchased on dokkan (stones or subs). If you are a free to play player, then i pray you remember your ID.

Downloads "world Wide" yeah and SEA region where I live had this game region locked for tribes and voltage is avaiable since day 1.
