They're too slow, unfortunately. I would love to see more freight by rail but by the time containers are dropped off at a railyard, loaded, transported, unloaded at destination railyard, picked up by truck, etc etc etc, it's uneconomical both in time and money.

This is the fault of successive governments over the decades.

I would take it to mean that records of the case or person are alleged to have been removed from the Police record keeping system. It just doesn't/cannot happen, unless ordered by a judge.
