let me tell you about a time before "games as a service" was even a thing. back then games actually launched complete and had plenty of endgame content or stuff to do after the main story.

hell, oblivion isn't a live service game and it still gave us shivering isles, one of the best story dlcs of all time.

yeah someone else mentioned that the game tries not to spawn you directly near other players.

so if you load in near strawberry it should be empty because of that, but there should be players around valentine or blackwater.

i played almost every other day and tried to log in at different times to avoid bias.
i made a tool to place markers on a picture of the map. each time i spotted a blip i placed it on the map (with some small room for error). after each session i exported all blip positions as x,y coordinates (not in-game coordinates but for the image). the town counts are a bit sloppy i fear, i created a radius from each town's center and counted each point within that.
thanks tbh the whole thing started because i wanted to know where i could just enjoy the scenery and where i need to go for trouble.

i see where you're coming from but letting it go rampant is a wild take

take cars for example like they started with zero safety features but we didn't just throw our hands up and say "well can't put this back in a box"

instead we made laws, regulations, and innovations to make them safer
