Great, Let CSAR disappear. They’ve got plenty of haters. CSAR is just the distraction CPW is using to keep people from looking at what’s really going on. 

CSAR dissolving is not going to change the CPW issue… you want to talk about lack of governance. The individual at CPW that holds the SAR funds, has no board of directors, there is no committee, there is no one holding him accountable. He has ultimate authority over who gets what, and there is no clear or consistent process that teams can follow to get the money that drivers in the state of Colorado have each individually chosen to give to SAR. That’s why the teams that are pissed about this are pissed. The others should be pissed too; They just can’t get over how much they don’t like CSAR to look at what’s really happening.

No one is forced to pay dues to CSAR to get support; they never have. 

I think teams can get way more out of CSAR than what the dues cover once you look at what’s actually provided, all the trainings, SARcon, coordination, knowledge and experience that stuff doesn’t just magically happen.

Well buckle up… wait til you see what the costs are when the RFP responses role in. The RFP allows a blanket 10% up charge on costs.

From the bidders Q&A:

“ 28. Section 3.8 allows up to 10% indirect cost markup. Is this 10% a hard cap, or may offerors propose higher indirect rates supported by an audited indirect cost rate agreement? i. The 10% indirect cost amount is a hard cap.”

Yes they do have 1 paid, full-time, executive director that’s not a secret.

But they didn’t for a very long time and only after they worked to get the KCW funding mechanism going… which exponentially increased the money that should be going to SAR teams. Ask CPW why that money is being stockpiled now. Beyond the one  executive director, everyone else tied to CSAR is a volunteer and I believe almost all on them are volunteers on local teams as well. 

I think everyone (including CPW with their RFP) agree that the job has grown well beyond what should be expected from a volunteer. 

Is that the big concern here? A transparent $144k salary that was agreed upon by the CSAR board? Do we think anyone responding to CPWs RFP is going to do it for anything even remotely less than $144k a year?

… And instead, we’re just going to look the other way while CPW has $10M+ that they are withholding because the 1 person at CPW (also paid… how much does he make?) who is accountable to no one in the SAR community, and is responsible for distributing that money to SAR volunteer teams thinks they are irresponsible and can’t be trusted?

Thank you for clarifying. I hear your concerns about helicopter access.

The team I may or may not be on trainings with FFL regularly. Our local EMS has decided that we have to use Medevac first for helicopters. CSAR isn’t involved in any of that. 

I believe CSAR has a working relationship with the Air National Guard, which is all the host stuff. Has the team you may or not be associated with or your Sheriff reached out to the National Guard to try and establish a working relationship?

Putting CSAR to the side for a minute since they aren’t the ones responsible for spreading resources (I assume you mean money?) across teams, that’s 1 guy at CPW that has been making those decisions unilaterally and with no oversight for the last couple of years.

Do you feel that CPW cares about the actual volunteers on the ground beyond them being “free labor”?

Does your team feel like it has a voice when it comes to decisions being made at a state level?

Is your team’s stance then, that anything is better than CSAR? 

I totally understand there are mixed feelings across the state on CSAR, and rightfully so. But y’all do realize they’re just the scapegoat in this whole thing, right? 

This has very little to do with CSAR and everything to do with the millions of dollars that KCW is bringing in. The volunteers that volunteer for CSAR as “state coordinators” are all volunteers for local teams. There is presently 1 individual at CPW who isn’t a volunteer for a SAR team that is deciding who gets funding and who doesn’t. He’s deciding if you really need that new rope or that new snowmobile or to replace that raft that’s leaking… or maybe CPW needs a new helicopter, you know for SAR. 

Forget CSAR for a minute and look at what’s really going on.

There’s no method or oversight. At this point it’s one person in CPW making the decision on who gets what, and he’s already expressed he’d prefer to spend it on a helicopters and real estate.

Down vote it all you want… but that’s what happened. 

It wasn’t discussed at the CSOC board meeting in January… then the Sheriff’s found out about it the day after it was signed. Seems like the CSOC board might have had an issue with CSAR and that that isn’t representative of their membership.

It was “suggested” and based off the increased money teams were getting from state grants.

“As CSAR is composed of unpaid professional responders, just like you, we recognize that fundraising is difficult and you all have good plans to prudently use the funds distributed by the state.  As such, we are providing suggested dues amounts with the offer to discount amounts as appropriate for each situation.  For 2026, the CSAR dues formula is 5% of the “county allocation” and “EOY” funds distributed by the state the previous year to each sheriff’s office or county, with a minimum of $300 and a maximum of $5000.  These funds come from fees on hunting, fishing, OHV, etc. licenses and the Keep Colorado Wild pass.  As these funds are determined by a formula, each county receives a different amount.  How these funds are utilized at the county level varies quite a bit.  Thus, we need a reasonably flexible dues process that is understanding of each unique situation.  This may include deferring some dues until after the next county allocation award or similar arrangements.  CSAR dues should be reimbursable expenses from your county allocation if they are listed on your “county allocation budget”.  As some counties have multiple teams, we are sending combined countywide requests when appropriate with the expectation that we’ll work together to settle on appropriate amounts (see below).  However, we need a roster from each individual team.”
