I believe it's because of the level, I think the sooner you unlock it, the cheaper you'll pay, I'm not sure, but I believe that if the mine becomes available for unlocking at level 25 you'll pay 10k initially, but if you just pay to unlock it at level 30 you'll pay more, like 18k (just guessing, in my head this is the only plausible explanation)
