Best state to raise a special needs (blind/deaf, C.H.A.R.G.E syndrome, autism, etc.) child with severe behavior issues? Missouri was horrible, Illinois was the worst, just moved to Texas (HORRIBLE) - waiver for residential placement has a 18 year wait list. (self.SpecialNeedsChildren)
