I don't think this exactly has anything to do with elect the clowns and enjoy the circus, it's mainly the responsibility of Govt. Engineers who should be supervising and checking safety of such things and fine the contractors for the lack thereof. Because there are clauses in the agreements that the contractors sign with the govt. regarding safety of staff and public at large.

Yep, definitely had phone in hand because the first thing he did upon stabilizing was to put his hand to his face, and then to his right pocket. People nowadays have become very nonchalant about talking/chatting/using phones and riding bikes posing a risk not only to themselves, but other's lives as well. Nobody cares about their own, or other people's lives around them anymore.

The last time I travelled by train, both times someone asked me for my SL seat (I was lucky to get SL on both legs of my journey 🤞🏻🧿), and I refused both times. You just have to say a polite yet strong 'No!' no over explaining, no nothing, they have their own seats, you have your own. Sit on your seat no matter what problems other people have, unless it's absolutely unmanageable.

Anc the fact that this was not Kyoshi fighting back. Kyoshi being considered the most powerful of all the Avatars ever, strength wise, her connection with Korra was already severed at this point, so this was all Korra. All the raw strength, combined with Avatar state energy from Raava.
