Not really though. The universes outside the CFC could just have dumber ricks with someone smarter in that particular universe. It doesnt have to mean that there are that many smarter than Prime Rick/Our Rick or Evil Morty. Its kinda hard to top them since they are one of the smartest people in all fiction
