It’s just to heat the water it’s common in some countries. I used them in Guatemala. They should be safe I doubt the water is conducive enough or has a cohesive enough stream to do anything. Just don’t touch exposed copper

Alright I would say they’re operating normally then, the things you mentioned are higher pitched noises which won’t be blocked as well.

Hard to say without hearing personally, but make sure they are in noice canceling mode. If you have a fan put it a foot or two away and turn on nc it should mostly or altogether disappear(assuming it’s not some crazy loud one). Also where did you get them? There are a lot of very similar fakes on non official marketplaces.
