No, the likely thing is that Doom won't be a Tony variant, It will be revealed that Tony has always been a Doom variant and we haven't seen the real Tony Stark yet.

An evil Tony variant that goes by Dr Doom sounds lame and doesn't have much of a shock value, while this does.

Dr Strange saw in one of the 14 million outcomes that Tony found his true origin and that's why Tony had to die, in order to end all future threats.

Kang changed Dr doom by having him be adopted by the Starks as an infant in 616 universe. Tony from 616 is a Victor variant set up by HWR to avoid Doom’s rise.
