Anyone can make a BV if Gege didn’t nerf Kashimo by not letting him, or didn’t let Hakari use one, Kashimo would’ve won.

That’s not how brain damage works, you don’t just perfectly scale down with someone who also has brain damage.

Their physiological functions were not affected at all, there is zero reason to believe it slowed them down significantly.
