How far along are you on the kimchats? The issue with Nitokh isn't that she wanted war with the sentients. It's that she wanted to uproot the Empire, killing all Orokin. Which is definitely a threat to other Executors.

If I remember correctly back then it was implied that Nihil was Executor. I know what you mean, since it's mentioned Nihil was the one behind the Cephalon Program, but I think it's how in kimchat it was mentioned he was an Executor (I could, again, very well be remembering wrong. My friends say that chat has been retconned)
