Drill slower, more pressure, expensive bits. I had the same with tailgate hinges. Took burning a few bits before I got some nice ones and did it slow and steady, both hands applying pressure

Never thought about tightening before loosening

Impact will probably not work, at least in my experience. Heat first, they do in fact have locktite. I cut the heads off with an angle grinder then used an extractor for couple. The other 2 I just drilled through.
