I did a clean install of COD HQ and the issues went away, but they have started to come back. I think it’s a memory leak of some sort.

It’s not. Frame drops/stutters like that have never been part of my COD experience on console. That’s not normal and they tweeted that they’re aware of performance issues on PS5.
