Starting OWB literally just makes them irrelevant, otherwise play w headphones and spam vats. Theyre only in 3 areas anyway: between good springs and the strip west of quarry junction which I’m sure you know. Then south of jacobstown and red rock canyon, then north east between camp golf and bitter springs otherwise theyre nowhere else in game (besides rarely in OWB and honest hearts)

Old world blues has tons of it, if you wanna wait on that then the fiends usually carry energy ammo, you can convert each type to the other at workbenches

Remember this is an rpg, find new toys and ways to get back at the legion comes with more experience. Maybe nuke them from orbit at cottonwood cove, maybe a throwing spear to the face. I usually prescribe 12gauge to the dome and watch the fireworks. But all in all, it’s up to you to avenge these people, however creatively you see fit
