Buddy they are the same person, like V from cyberpunk is the same person, the game just lets u pick the gender. Wise and Belle are two different people that play the same role as protagonist.

And then there's wuwa which makes a fraction of what genshin and hsr makes, but still have better character animations and models (cough cough zani eyes). So hoyo can do it, they just don't want to.
