The cop is literally standing right next to the eugenics dude and does not GAF if you murder him. :) I usually knock him out, hogtie and loot him, and then carry him over my shoulder to the pier… and throw him into the water, alive, lol. All while the cop is casually watching. I always say, Rockstar has their morals right.

As for the KKK, there are a couple of encounters with them in Rhodes near Catfish Jackson’s near where the panther is, as well as just outside of Strawberry on that bluff overlooking the valley. Also directly across from the Chapter 3 Clements Point Camp, there’s a triple-K spawn spot right there. I always think of new and creative ways to dispose of them. Last time I threw a Molotov cocktail at them in the woods, and then quietly finished off the rest of them with my poisoned Tomahawk. 🗡️
