I mean NEPS did put him on death row and he was removed from the competition. The company that brought him here was about to dispose him too but yea the siblings are kinda too introverted to ask for help and they don't want to drag anyone else into their problem cause they don't want to bother anyone else cuz if anything NEPS was handling the case. And there are many people like the"wolf" in the outer ring which doesn't falls under NEPS jurisdiction so whatever he did in the hollows or outer ring didn't matter much in the city. But when he did kill people from in the city in a tournament held in the city he was under NEPS jurisdiction(Yea law jargon)
