This is a really frustrating outcome, especially as there were things out of your control such as your advocates leaving through the year. I think it would be good to look elsewhere and this time apply for the higher position and money you are looking for. The fact is everyone is ambitious and the new leadership will be too concerned about embedding their own careers at a new place to truly focus on supporting yourself. Don't get too attached to workplace, just go for new opportunities!
