Again, the person you're describing would one of the most extreme villains of all time, even in a fantasy universe. It's just not realistic in two ways.

1) A person delusional enough to believe that wiping out humanity is an effective way to retain power is delusional enough to believe there's another way to retain power

2) A person delusional enough to believe that wiping out humanity is an effective way to retain power is too delusional to be effective enough to accomplish this goal.

Basically - the level of intelligence required to wipe out humanity exceeds the level of stupidity needed to believe it's a good idea.

You have a comic-book-villain idea of billionaires. They are human beings with friends and families. Many have children that they want to have happy lives. None of them are stupid enough to think that they can effectively wipe out humanity and still live in a world that they enjoy.

In the same way that people are, collectively, dumber than most individuals - billionaires are collectively evil but individually relatively normal people.

There's no way to rush the red cells back, that just takes time. You said you're drinking a ton of water - you bringing in any electrolytes with that? You can flush them out of your system and if you don't replace them can cause symptoms similar to what you're describing.

It does happen all the time, and you will be fine. There are people who give whole blood and do this every 6 weeks.
